Principal Investigator & Co-Investigator
Russell C. Spearman, M.Ed., is the Principal Investigator for Idaho's Traumatic Brain Injury Partnership Implementation grant from the Health Resources Services Administration, Maternal and Children's Health Bureau. Since August 2000, Mr. Spearman has been employed by the Institute of Rural Health at Idaho State University as a Senior Research Associate. Prior to this, he was responsible for developing and implementing all aspects related to Idaho's 1915 C Medicaid Home and Community Based Services Waiver for adults with a traumatic brain injury. He is the former Executive Director for Idaho's Governor's Council on Developmental Disabilities and the lead author of "The Use of Medicaid Waivers and Their Impact on Services". Mr. Spearman was also instrumental in developing and successfully transitioning Idaho's nationally recognized Home of Your Own Initiative that today has assisted well over two hundred individuals realize their dream of home ownership.
Lynn Bohecker, Ph.D. Counseling Education, is the Co-Investigator for Idaho’s Traumatic Brain Injury Partnership Implementation grant from the Health Resources Services Administration, Maternal and Children’s Health Bureau. Lynn received her Ph.D. in Counselor Education in 2015 and is currently a postdoctoral research fellow for the IRH. Lynn is a Licensed Marriage and Family Therapist, a Registered Supervisor, an Idaho Superior Court Child Custody Mediator, and has served as a Certified Mental Health Investigator for Civil Commitments for the Circuit Court in Oregon. She has extensive specialized training and experience in working with in trauma and has presented at state, regional, and national conferences. Lynn regularly engages in research, scholarship and service, has received research grants, and was recently selected as an ACES 2013-14 Presidential Fellow. Lynn has taught graduate level courses as an adjunct professor since 2006.
